I was looking to play a leader with the combination of Industrious &
Philosophical, but I couldn't find one.

There are 8 traits, and 28 possible combinations of two from eight.

The above combination is one of the unused ones, the other is
Creative/Industrious

The list :

testers found out that phi/ind was too powerful a combination and would
unbalance the game. It was then left out. There was similar speculation
about other too powerful combinations too.

Yeah, I think Wintermute already gave the instructions. Also, there can be
mods which include those combinations. Check the civfanatics site.

No, the Industrious and Philosophical combo isn't in Warlords, either.
Actually, there are more traits and more missing combos in Warlords.
But you can easily edit the XML and give any leader you want whatever
trait combo you want.

Copy this file:

C:\Program Files\Firaxis Games\Sid Meier's Civilization
4\Assets\XML\Civilizations\CIV4LeaderHeadInfos.xml

to the Custom Assets directory. For Vanilla CIV4, it would go here:

C:\Documents and Settings\[Username]\My Documents\My Games\Sid Meier's
Civilization 4\CustomAssets\xml\civilizations

Then edit the file with a text editor. For example, you could change
Alexander's traits from this:

Yes, that was very informative. I've been thinking
it'd be fun to have a game where all the leaders had
the same traits. But is there a null trait? Or
should I just make them all financial/creative?

Charismatic: +1 Happiness from Broadcast Towers and Monuments/
Obelisks. Units require 25% less XP for promotion.

Imperialistic: 50% bonus on hammers used to create Settlers. Twice as
many Great General points per victorious battle.

Protective: Archery and Gunpowder units start with Drill 1 and City
Defender 1. Half-price Walls/Duns and Castles/Citadels.

traits he/she has, gets Fishing/Mining, and so on.)

If you go to World Builder (press CTRL + W), you can add any technologies
you wish to those you have.

Yep, it's possible, just edit the XML. Starting techs for each civ
are defined in CIV4CivilizationInfos.xml
