Is there any advantage to building a courthouse in one's capital city,
besides the increased propaganda resistance?

I seem to be researching very slowly, early on, so I quickly run out of
things to build in my capital.

Not much, unless you plant to move your capital some day, in which
case you might like that extremely tiny corruption reduction it'll give.

I never have enough upkeep in my capital to justify it.

It reduces corruption, which can be high if you go to communism.
Also, if you move the capital by building a new palace, it can come in
handy.

It helps to get the number of courthouses needed to build the Forbidden
Palace. Of copurse, you can also set your capital to producing money or
research or culture instead, once certain technologies have been researched.
The added research from a properly built up capital can be awesome.

Courthouses are not a prerequisite for the Forbidden Palace. You just need
1/2 the OCN as set in the editor for the map size you are playing.

Oops! I just realized that this is a discussion of the Forbidden Palace in
Civ III; In Civ IV, you definitely need a certain number of courthouses to
build it. The number depends on the size of the map. Anyway, what is OCN?

Optimal Number of Cities, AFAIK a variable that depends on the chosen
map size. I'm not sure but I believe that if you have more than this
number of cities, corruption will become worse overall.

On a Standard map, you need 10 cities or more to be able to build a
Forbidden Palace.
